Position Objectives:
Job Summary: The Housing Inspector is responsible for enforcing the provisions of the Rental Property Maintenance Code and performing related duties as required. This position operates under the general supervision of the Community Development Director.
Reports To: The Housing Inspector reports directly to the Community Development Director.
Essential Functions: The Housing Inspector administers the City’s Rental Housing Inspection Program, which includes tracking, reporting, certifying, and inspecting rental properties within the City. The following duties provide a representative summary of the major responsibilities and are not intended to be a comprehensive list of all tasks. Additional duties may be assigned as needed.
Duties and Responsibilities:
Enforce the City Rental Property Maintenance Code by:
- Inspecting rental properties to ensure compliance with the Code.
- Preparing written inspection reports to notify property owners and managers of violations and required corrective actions.
- Suggesting methods and materials for bringing properties into compliance.
- Scheduling inspections and providing written notifications to property owners and/or managers.
- Preparing correspondence and documentation on inspection results, investigations, complaints, and actions taken.
- Establishing and maintaining effective working relationships with property owners, managers, and tenants.
- Providing information and responding to questions and complaints about the Rental Property Maintenance Code.
- Issuing rental property licenses and registrations.
- Investigating properties for inclusion in the Rental Property Maintenance Program.
- Preparing case files, reports, and summonses, and testifying in court cases involving violations of the Code.
- Recommending revisions to the Rental Property Maintenance Code.
- Maintaining regular and punctual attendance.

Job-Specific Requirements:
- Demonstrate knowledge of building construction, materials, and equipment, including residential electrical, plumbing, and mechanical systems.
- Have extensive working knowledge of the Rental Property Maintenance Code and an understanding of other City ordinances.
- Solve problems and make decisions based on sound reasoning and established procedures.
- Interact tactfully with the public to resolve issues through education and cooperation.
- Maintain high self-motivation and accountability with minimal direct supervision.
- Build effective working relationships with the public, peers, and supervisors.
Minimum Requirements:
- High School Diploma or G.E.D.
- Minimum of two years of experience as a Code Enforcement Officer, Building Inspector, or in a related field.
- Valid driver’s license and a safe driving record.
Additional Requirements: (To be obtained within two years of employment)
- Certification as a Housing Enforcement Officer by the American Association of Code Enforcement and/or relevant college-level education.
- ICC Certification in the International Property Maintenance Code.
- Equivalent combinations of education, training, and experience may be considered.
Working Conditions/Physical Requirements: The Housing Inspector position is physically demanding and involves:
- Frequent sitting while driving and processing paperwork; standing, walking, squatting, bending, and kneeling during inspections; climbing stairs and ladders in multi-level dwellings; occasional crawling.
- Frequent reaching overhead to inspect smoke detectors and below shoulder for water lines.
- Frequent light grasp, fine manipulation, and handling of equipment; occasional firm grasp of tools.
- Frequent stepping up/down to enter and exit vehicles; acute mechanisms for safe vehicle operation.
- Frequent far acuity and hearing for communication and hazard detection; constant near acuity for report production and office equipment operation.
- Occasional lifting and carrying of up to ten pounds and pushing/pulling up to twenty pounds for equipment and supplies.
Benefits:
The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month. Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked. Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees. Police Officers and firefighters participate in a State-approved retirement plan, FPPA. The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA). The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance. Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits. Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan. Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.More Information:
