Position Objectives:

JOB DEFINITION:

Under general direction of the Public Works Superintendent or designee, completes skilled tasks in the maintenance, repairs, and construction of water, sewer, storm drainage, streets, facilities maintenance and parks projects.

Applicants will be considered based on qualifications and may be hired as a Public Works Worker I, II, or III:

 

Worker I.  Starting: $53,974; Step 1: $58,160; Step 2: $62,345; Step 3: $66,530; Step 4: $70,715; Step 5: $74,901.    Must be 21 years of age, valid CO driver’s license, Class B CDL with air brake and tanker endorsements within 6 months of appointment.

 

Worker II. Starting: $55,999; Step 1: $60,836; Step 2: $65,672; Step 3: $70,510; Step 4: $75,347; Step 5: $80,184. Worker I qualifications plus Class 1 Water Distribution, Class 1 Wastewater Collections Certification.

 

Worker III.  Starting: $65,476; Step 1: $70,160; Step 2: $74,843; Step 3: $79,527; Step 4: $84,211; Step 5: $88,894.  Must be 21 years of age and minimum of three years of journey level experience in public works, Worker I and II qualifications plus Class 2 Water Distribution, Class 2 Wastewater Collections Certification. Serves as a lead worker providing guidance and direction to lesser experienced personnel while performing daily tasks. May serve as reserve “Operator in Responsible Charge” (OCR) for water and sewer operations in absence of supervisor. Assists with annual activities and special events as needed. Provides assistance to City departments as needed.

Duties and Responsibilities:

Water Supply and Distribution:

Operates, repairs and maintains City wells and related equipment. Conducts water quality sampling and testing. Locates underground lines; maintains, repairs and replaces water mains, valves and service lines. Maintains, repairs, installs fire hydrants and reads, repairs, and replaces residential and commercial meters.

 

Wastewater Collection:

Operates and maintains lift stations and repairs equipment. Conducts line locations; maintains, repairs and replaces sewer mains and service lines. Conducts inspections of wastewater utility installations as needed. Conducts video inspections and cleaning of sewer mains.

 

Storm Drainage System:

Conducts physical and video inspections, repairs, cleans and maintains storm drainage system including manholes, grates, inlets, outlets and connecting pipelines.

 

Streets:

Performs equipment operation for snow plowing, street sanding, cleaning and asphalt repairs. Mows easements and rights of way; repairs and maintains streets, crosswalks and street signs.

 

Building Maintenance:

Maintains and repairs City buildings and property including plumbing, electrical, HVAC, roofing, construction, remodeling, painting, cleaning and office moving. Coordinates with contractors for major repairs.

 

Parks:

Performs maintenance and upkeep on City’s parks and equipment including sprinkler system, weed spraying, fertilization, aeration, tree trimming, sod installation and repairs for playgrounds.

                       

Responds to after hours emergencies as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of general functions and operations of the Public Works Department.
  • Knowledge and understanding of sanitary sewer overflow containment procedures.
  • Knowledge of safety rules and regulations.
  • Knowledge of City’s boundaries, properties and street layout.
  • Skill in the operation, use and maintenance of standard hand and power tools.
  • Skill in standard construction or carpentry techniques.
  • Skill in the safe operation of assigned maintenance equipment including field tractors, snow blowers, lawn mowers, landscape maintenance equipment, pressure washers, asphalt roller, compaction tamper.
  • Skill in the operation of assigned water/wastewater system equipment including water testing equipment, pipe and leak locator, valve exerciser, portable pumps, sewer jetting equipment.
  • Ability to work independently and exercise good independent judgment and decision-making.
  • Ability to read and understand maps and drawings.
  • Ability to locate valves to isolate sections of water main and sprinkler systems for repair.
  • Ability to read and write.
  • Ability to complete basic mathematical calculations.
  • Ability to respond and deal with the public in a responsible and professional manner.
  • Knowledge of the City’s personnel policies and procedures.
  • Ability to lead and train employees in the course of daily duties.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with City management, employees, citizens and the general public.

 

WORKING ENVIRONMENTS/PHYSICAL REQUIREMENTS:

Physical activities include frequent standing, walking, kneeling, crouching, stooping, squatting, climbing; occasional sitting and lifting or carrying up to 80 pounds; hearing, speaking, vision and manual dexterity. Working environment includes work outdoors in cold or heat, uneven terrain, noise, confined working space, electrical and mechanical hazards, vibration, and chemicals. Frequent driving is required.

 

Benefits:

The City of Federal Heights provides the following benefits to employees: 11 holidays, vacation accruals for full-time employees are based on years of service from 6.67-13.33 hours per month. Full-time firefighters accrue vacation based on years of service from 12-18 hours per month.  Full-time employees accrue sick leave at the rate of 8 hours per month of service to a maximum of 960 hours. Part-time employees accrue sick leave at a rate of 1 hour per 30 hours worked.  Regular full-time employees, except for police officers and firefighters, are required to participate in the City’s 401(a) retirement plan. A voluntary 457 plan is also available to all regular employees.  Police Officers and firefighters participate in a State-approved retirement plan, FPPA.  The City of Federal Heights offers both short-term disability and long-term disability to its regular and part-time employees. Police officers and firefighters are eligible for long-term disability benefits in accordance with the terms and conditions set forth by the State of Colorado’s Fire and Police Pension Association (FPPA).  The City of Federal Heights offers life insurance benefits to all full- and part-time employees. Part-time employees must work a minimum of 30 hours per week to be eligible for life insurance benefits. The City also offers a voluntary life insurance plan for employees to purchase additional life insurance.  Regular and part-time employees are eligible for City of Federal Heights benefits the first of the month after their hire date. Part-time employees must work at least 30 hours per week to be eligible for pro-rated benefits.   Medical benefits are offered through Colorado Employers Benefit Trust (CEBT), which is self-funded multiple employer trust that currently provides employee benefits for over 300 public entities, school districts, and colleges. The City of Federal Heights offers the choice of three medical plans through CEBT. Employees can choose from an EPO, PPO, or Kaiser HMO plan.  Vision insurance is provided through VSP, and dental benefits are offered through Delta Dental.
