In the late 1930s, residents began to complain about their water which was very heavy with minerals. It came from an old shallow well just north of what is now 92nd Avenue and near Federal Boulevard.  They decided the best way to get better water would be to incorporate.

The Incorporation election was held on May 28, 1940. The vote was 32 in favor of incorporation and two opposed. The incorporation papers were filed with the state and became official on June 19, 1940.  The City received an official Certificate of Incorporation in 1959.
