Residential Users - The number of gallons used shall be an average of the winter water (December- March bills) usage. The usages shall be recalculated on an annual basis. In the event that a winter period average cannot be established, or is not representative of actual use, then the winter period shall be calculated using the winter average for a similar class of user.
Mobile Home Parks and Multi-Family Residential User sewer fees charged throughout the year will be adjusted by the changes in the number of occupied units from the winter average.
Commercial and Commercial-Recreation Users - The sewer rates are for each one thousand gallons of water used.
Minimum Sewer Usage Billings for Commercial and Commercial-Recreational Users shall be five times the approved Sewer Rate Per 1,000 gallons.

Payment Due Dates for Service and Fees
One bill for Water, Sewer and Drainage Fees will be sent monthly, and payment is due by the 10th day of the month in which the user receives the bill for the prior month's service and fees.
Penalties
If a bill is not paid by the 25th day of the month in which it is received, the account shall be deemed delinquent and a late fee in the amount of $5.00 or 5% of the total amount due, whichever is greater, shall be assessed against the account.
Discontinuance of Water Service and Shut-off Charges
If any account, including penalty, is not paid in full within 35 days of its due date, the City may discontinue water service to the premises and/or proceed with any lawful collection remedy.
The fee for reinstatement of water service terminated by reason on non-payment of fees, interest and penalties shall be $40.00.
