6 Minimum Measures of Stormwater Quality PDF Print E-mail

The Six Minimum Measures are stormwater program elements the City will implement to meet Colorado's Water Quality Control Act (CCR 61.8(11)(a)(i)). Each Minimum Measure has associated Measurable Goals to gauge program success.
  • PUBLIC EDUCATION AND OUTREACH
  • GOALS

    • Develop and distribute handouts and publications to educate the general public and increase their awareness regarding the effects of polluted stormwater on the environment and necessity of a stormwater quality management program.
    • Target local businesses with appropriate informational materials on potential stormwater impacts of improper waste disposal and illegal discharges.
    • Target neighborhoods with appropriate informational materials on potential stormwater impacts of improper waste disposal and illegal discharges.
    • Develop and implement best management practices to keep the public engaged with City's Stormwater Quality Management Program.

  • PUBLIC PARTICIPATION/INVOLVEMENT
  • GOALS

    • Include the public in the development, implementation and review of the stormwater management plan.
    • Develop and implement BMPs to encourage public participation and involvement.

  • ILLICIT DISCHARGE DETECTION AND ELIMINATION
  • GOALS

    • Enact an ordinance that addresses Stormwater Management and Resolutions for enforcement.
    • Develop a map that shows the locations and designation of the storm sewer outfalls, inlets and receiving State waters.
    • Identify, locate and eliminate illicit discharges to the stormwater sewer system.
    • Elimination of discreet non-point source releases to the stormwater system.
  • CONSTRUCTION SITE RUNOFF CONTROL
  • GOALS

    • Elimination of discreet non-point source pollutants released to the storm water system from construction site runoff - erosion, sediment, drain way, and non-sediment controls.
    • Develop and implement best management practices to minimize land disturbance, preserving natural vegetation and improving housekeeping at construction sites.
    • The mission of this measurable goal is to keep soil on site.

  • POST-CONSTRUCTION AND RE-DEVELOPMENT SITE RUNOFF CONTROL
  • GOALS

    • Elimination of discreet non-point source releases to the storm water system from new development and re-development.
    • Develop and implement best management practices to manage stormwater after the project is complete.

  • POLLUTION PREVENTION/GOOD HOUSEKEEPING OF MUNICIPAL OPERATIONS
  • GOALS

    • Increase City staff awareness of the effects of polluted stormwater on the environment and the necessity of a municipal stormwater management program.
    • Prevention, reduction or elimination of non-point source releases to the stormwater system from municipal operations.
    • Develop and implement municipal operations best management practices for the prevention, reduction and elimination of polluted stormwater.
